After successful mission in Libya; US now thinks there is an alternative to war; that is the same old british philosophy "DIVIDE & RULE"
US is already in deep economic mess and cannot afford another-war; moreover the war on IRAQ and AFGHANISTAN has not been successful and still costing US a trillions of dollars; moreover IRAN is much stronger than Afghan or IRAQ so US can get a big blow even after win;
So whats the other way?? Well US only wants that the ruling regime facilitate US and become its slave like most of the Arab nations are; In order to do that its easier to make the public unhappy about their own regime and thus let them revolt; support them from back and finally you get to overthrow the rule; then install a puppet government....
Any way this is still better technique then a war;
