Goa is not the only place Mumbai is a hub - colaba & Mira Road the Head Quarters. Mumbai has foreigners from all nationalities involved & Mira Road is run by the Africans - Who get easy access to housing after support from local politicians even after not having valid documents. Some have even purchased vehicles and houses. How the govt and corrupt police force needs to find out. The Mira Road police will see them and turn a blind eye instead they will harass Indians for some reason or the other. Mira Road a haven for them - Some of them are visible on Sundays at popular religious institutions which are again operating without registration as a Trust or NGO, operating bank accounts with the help of some Indians. The Mira Road police and administration just cant tackle them.

It all depends on Demand.. Think about how to eliminate the demand ..you dont need talibani mindset and rules for that.
