STrictly adopt two child norm for all and provide healthcare and quality education for all children. This kind of problems are due to multiplying like rats.
Last Sunday when it rained heavily in Mumbai...one 10 year old child drowned into a gutter in our area in Mumbai... Municipal authorities had opened the gutter for repair work and after completing the work let only a thin iron sheet to shut it. So when the area flooded, water was well over the the sheet. The boy unknowing stepped over the sheet...the sheet gave away and guy was drowned....His dead body was found around 2 kilometers in a big nallah. Boy was a first ranker in his school.....
So much so for development ...Moreover so much so for child development....LOL..

contrast to that most of western maharashtra has beautiful roads (excluding mumbai) since that is where most of the money sucked out of mumbai is spent .
