Why should be wasting money on preventing such attacks. It would be cheaper if we could have Indian Miltary Outfits similar to Lakshar and send them to Pakisthan, Boluchistan, Afghanistan. Spend peanuts of what we are spending of defending such outfits. Create our outfits with Military help and send them to these radical states and attack. They will be defencise and the war would be won.

if you see the history of India , it had been full of envaders right from 800 AD , so it is a habit.
It is a sorry state of affairs wherein 120 crores is spent by the Congress led UPA government in getting and transporting a large balloon for the opening cermony of the Commonwealth games while only allocating 260 crores for the martine security of a big country like India .Ofcourse a big chunk of the cost of 120 crore balloon has gone as kick back into the congress politician's swiss accounts.
