Why to confer a certificate ? It is neither an achievement nor the result of some deliberate effort by the individual to do some feat or achieve the result. It is just a genetic disorder, the pain and suffering of which is borne by the effected person. Confering an award for his disorder is just a mockery of his disability.

Correct. Same applies to tallest persons also. Though the general public get amazed by their height, the fact is that they face lot of difficulties in wherever they go life. They become objects of amusement for public throughout their life. And the shortest people face a more pathetic lifestyle. God bless them.
