They will soon find a weak link to BJP or RSS. May be a ex BJP member or Ward Councilor involved in the scam. Use CBI to raid them and say that they are the beneficiary of the scam. Media will hound them like dogs, leaving the congress people with their looted stash.
Remember CWG Scam, CBI raided only BJP members leaving high profile congress people.

Already they have announced that the scope of loot will be started from NDA rule and George Fernandes will be questioned.

yes now they will question why SS owned BMC not taken any action against this !!
Congress ruled most part of post independence. It is obvious that they taken over the job of looting the country from where britishers are left. Except Lal Bahudur Shastriji, I feel no congress PM are honest. It is amazing that they looted the country, none of their leaders are convicted on the corruption charges. I am sure Klamadi will go scot free as Ottavio Qutrochi.
