There is a group of uneducated illegal men from a particular sect who are long been ignored, jobless. Learn the false hatred and do things like that. I think capital punishment and two generation deportation should be done to send a strong message.Otherwise things are not going to change.

you can not make bacteria and virus to behave. only thing to be done is to annihilate the pestilence. that is the only way.
