The procedure followed by all civilized countries is that a suspect is named as a result of the preliminary enquiry in which motive plays an important role. Then comes the process of gathering of evidence through various sources. The accused does not become a culprit till a court of law declares him to be so on the basis of the evidence produced by the prosecution. But in case of India, immediately after a crime is detected, the officials name a ready-made accused and simultaneously designate him as the culprit. Evidence is manufactured subsequently at leisure.
A striking feature of the Indian system of investigation of crimes relating to terrorism is that invariably, only one accused is named. And that happens to be Pakistan every time. This is done to simplify matters. The less the number of accused, the lesser the botheration of cooking up evidence and proving the case.
I don't blame them because once this golden opportunity is lost, and Pakistan manages to become the apple of the international community's eyes, successfully putting its economy back on the rails, it would be futile for India to indulge in all ruses of this nature. It may then have to spend another few billion dollars from its exchequer to isolate and destabilize its formidable nuclear opponent.

actually the only one found working is found malfunctioning too,.. but just by golden luck worked at right moment to capture images of culprit caught by police.

That is normal in any country. For cameras not to work.out of 100 cameras only 1 at a very strategic point will be working. Others will be in most cases dummies installed as a deterrent. If a 100 cameras were working then a 100 monitors are also required and 300 staff to monitor them in 3 shifts and a control room to house them all. Screen which can display from 1 to 16 cameras at on 1 monitor are available but still require resources to monitor them. No country can afford such a huge investment which runs into not millions but billions per Annam.
I guess kiyani or Shuja Pasha have reservations about Obama meeting Omble family. Perfectly understandable. At present when Kiyani asks Obama to jump, Obama asks " how high"?

Our heros are armed with lathis or outdated rifles. It takes courage to perform deeds like our 26/11 heros did. Coalition forces in Afganistan and Iraq are armed with latest equipments and weapons still they do not even think of taking a step like our heros. Proud of them and Salute to them for their self-less act. Even they have families like we do and may be the sole bread winners for their families yet they manage to display extraordinary courage. We don't need American recognition for our mighty souls. We can respect them without their endorsment.
