Fazlullah is not an Indian Agent. But there are reports of the Tehreek-e-Taliban Pakistan of the Mehsuds being linked. Arms found from them have been reported to be having Indian markings.

Yes thru Afghanistan. There are 2 Indian consulates in afghanistan bordering Pakistan plus one in Zahedan in Iranian Baluchistan.

There are 3 taliban outfits there. One is Afghan Taliban whose aim is to capture power in Afghanistan. The Punjabi Taliban which includes LeT and Huji etc which Pak uses against India. The third is the Tehreek-e-Taliban Pakistan which is actually launching strikes against Pak Govt. targets.
