1. I dont think you need to change the address if you want to change the administrator.
2. This is purely speculative but falls in the realm of possibilities: I feel some embassy official might have engineered this situation for personal gain - serious investigation needed.
3. In the first place, why did they use ,com site? Why can't they use .org or .net? And it would be wise to register all the popular and common .TLD associated with a domain name and direct the traffic to one site
Operators of that p*@n site must be very happy with the traffic you provided to it by writing about it and providing a live link to it.
This is the problem with our babus and govt. Same thing happened with some other govt site a few years ago. I found it and alerted the concerned the dept before the domain name got deleted.
