As per the nuclear deal, out of our 23 facilities, 15 would come under IAEA safeguards for which uranium can be sourced from outside. In case India wishes to construct any fresh facility/s and wants fuel from outside, then such a facility/s will have to be notified to the IAEA and come automatically under their safeguards. All foreign supplied reactors will be under IAEA safeguards because the foreign supplier would be duty bound to ensure fuel supply for the life of the reactor.
The balance 8 facilities will be strategic facilities on which there will be no safeguards. If India wishes to construct more such facilities it has the right not to notify them to the IAEA. When we say STRATEGIC FACILITIES, we mean they will be used to enhance our nuclear arsenal, not for making toys.
This was all part of the Nuclear Deal as also the waiver that was unanimous passed by the NSG. No nation of the NSG has given the waiver without knowing this fact.
The Canadians or the other advanced nations cannot now cry foul, they have done the deal to ensure the survival of their own nuclear industry, they have done India no favour.
Yes we require latest reactors, we also require fuel because we dont have it and yes we will enrich locally available fuel for our strategic programme - otherwise why will we sign the deal in the first place.
These types of Indians always claim to be working for higher principles in a non-nationalistic way. But the truth is that such analysis does hurt nations like India and helps others and he knows that very well. Now, since this guy's reasearch is probably being supported by funds obtained from US govt or other sources, can it be said that the US is directly working to undermine India? Canada is not really helping India make nukes either.
