Such a conversion is possible. It has been done by a person in india. You can check for the National Innovation Foundation (or was it centre). It is very much possible.

Do we really need the non-functional and corrupt govt and semi-govt departments? Are those really competent enough? BMC, the State Govt. is well known for the lapses and have now got exposed completely.. Where is the Meteorological Dpt..? is it sleeping…?? Why not it be revamped or scrapped if is so incapable? Is it working free without the money from us, the taxpayers?
The Nature itself is now become Auditor as is signaling us every time… the policies and systems of governance are ineffective to deal or diliver and the people in governance altogether are incapable or useless.

Without any resources and systems at command but with the help of the knowledge and experience by using same set up useful results can be produced and provided to the Indian people (saving more than 50% cost of what is being spend on these paracites sitting as in charge in governance).

For an example at this moment ;
There is very excessive rain lashing the following areas:
Gujarat : Jamnagar, Anjar, Porbandar, Somanath, Rajkot, Morbi..
Maharashtra : Mumbai suburbs, Kalyan, Nasik , Jalgaon
Costal Belt of north Karnataka, Kerala… East coast region of AP

AND just in few hours from now it will be heavy in Cities ; Surat, Ahmadabad, Baroda

Such lashing rains are a part of Mumbai life to which all the Mumbites are well accustomed. Mumbites are great people who take every thing in the stride & remain unfettered even in the face of very trying situations-be it 1992 Bombay blasts,26th November shoot outs by the terrorists or the incessant & unpredictable rains as this.Whether it rains or not,a typical Mumbai commuter is always on his heels & he feels odd if he remains at home even during such days of inclement weather with no indication of a particular time of his arrival back & spending the night with his family members.And for those who wish to enjoy a forced holiday,such a day is a God sent opportunity.I lived in Mumbai for 7 years & still discreetly remember as to how we moved back to homes in bands by walk through the knee deep rainy waters from Worli to Saantacruz;it was very thrilling & exciting.I have no hesitation to decry the pitfalls in the civic administration which is awfully failing in keeping pace with the much needed revamping of the drainage system of this great metropolitan,but its over all performance could certainly be stated as the best in India.For a city of this size & increasing population,it is its discipline in every walk of life that saves it.Though stigmatised with don activities & illicit/illegal dealings,a common man of the city is seldom affected unless he deliberately pokes his nose in su

1500 tonnes of human excreta added every day on Mumbai's streets (world sanitation congress statistics) - the most for any city in the world (the most by a big margin) !!!

One more reason for the Mumbaikar to be 'proud' of !!
