The officials are following fraudulent ways to achieve higher posts in government. If RTA is not there the corruption must go beyond leaps and bounds. I have seen someone sellings arms openly in rediff news. Please see that all indian administrative service is conducted arbiterly without any rule or procedure. The PM should respond.
