In India, every body having the nuisanmce value due to his position is above law. Law can not touch him. Most cited example is ex-DGP SPS Rathore and most of the politicians, even judges who eat money and still get away. Jai ho, jai ho poor may get caught for stealing one kg coal beacause he can not see his children hungry and wife not able to cook without fuel. We Indians do not really deserve this type of Democracy !!!
