not directed at any single country is correct, because it's directable to any threat, both country or non-country i.e. space based threat or non-state entity, and for that matter even an alliance of countries.

I heard you can eat anything which is movable.... we are not like you we take some time but come out with better product not cheap and low quality products like Made in China
