The Pak govt itself is not able to guarantee the safety of their own citizens. As long as safety of Pak Pilgrims in India is concerned , it is responsibility of the Indian govt to provide security to whosoever is coming to India for good cause. Are any foreign investors investing in Pak? Are any sports team coming to Pak? Are any famous celebrities from West or India visiting Pak? Without aid money from US and the West, Pakistan cannot survive for a day. What have been the products of your economy? Is Pak know for anything in the world,,nothing, except terrorism?? Without investment and tech from the advanced West or other nations, how can Pak run its economy? Already battered by terrorism adn internal problems, investors are staying away from Pak and it is facing acute financial crunch. You need money to run your economy and that only the West and other well of nations can provide.
