India notifies separation plan to IAEA

Why did CIRUS, a research purpose Nuclear reactor be shut under the separation plan? And what is the need of putting BARC's Apsara reactor, which is also a research purpose reactor in to the IAEA safeguards? This is direct infringement of our right to pursue independent nuclear research.

Dear colleague,
you are independent to prsue the nuclear research, no body is coming to check you but then this nuclear research , which you want to pursue should be nuclear magenetic resonance and shoud not be the reactor based. CIRUS is research reactor , its true but this is also true that in the name of research, you used this reactor to produce 1974 nuclear weapons.
That is why, you have to close it.
APSARA is a reactor which needs enriched fuel and you can produce it in yout kitchen, you have to import the fuel and when you import the fuel then you have to open the facility to IAEA under 123 aggreement, as this APSARA is inside BARC, which can not be opened for IAEA, so you have to put this APSARA out. AS you know that APSARA can not be loaded to a truck and can not be taken out everytime to TAJ hotel for the inspection , so the remedy is to put the reactor outside permanently.
If you want to carry the research based on APSARA, you should also be relocated to the same place where the reactor will be relocated.

we should had dumped IAEA to dustbin a long back.
