This is not possible. I would have believed other way round. If HAL has to get even a pin, it has to go through so much of bureaucratic hurdles. How will HAL pay for this technology transfer. Indian bureaucarcy is corrupt but only in receiving the bribe. It is a one-way street.
If that tech went to a private sector, I would have believed the news.
Our HAL is such that I don't think any body would be even ready to give a statement calling spade a spade
