Authorities have prescribed rules for lockdown & several schemes have to be carried out by them for welfare of needy. Implementation procedures need to be worked out at office of authority & not in field. they call the beneficiaries who come in herd & wait long for benefit. Distancing norms are completely out of place at the moment & anybody can see clustering of hundreds & thousands on the field for completion of scheme & representatives of authorities go on observing various formalities & working out scheme to be followed & people continue coming & accumulating at the place & after all violating all rules & norms work start & completed as they have also to go back after duty.
