If the centre really wants to take effective stand on Work Place Harassment issues then it needs to make it gender neutral first with a committee having equal number of male & female members to conduct proper inquiry when a complaint is lodged. If women are scold by their male bosses just like men in similar circumstance for non performance / huge absenteeism or seeking special favour / privilege and on appraisal issues then it shouldn't be considered as sexual harassment, else no male employer will prefer to recruit female candidate who may create problem which will ultimately affect women getting employment in private sector.
