first question

Why the elaborate charade of the Tri-Wizard tournament? Why make a portkey out of the winning cup, manipulating things so that Potter touches the cup and gets transported to Voldermort?
Why couldn't Barty Crouch Junior, who pretends to be Alastair Moody, just apparate with Harry Potter to wherever Voldermort was?

Its a children's book after all, not a watertight detective story. The lame logic given in the book is that Harry is well protected in Hogwarts and hence portkey is the only way. If that's the case, the fake moody could have kidnapped Harry anytime by creating any object as portkey (one cannot apparate to/from Hograts unless Headmaster).
But think for a moment, without this elaborate plot, can the book be written at all. It has to have a plot, even if illogical.

And my last question: What happened to the Hermione and Viktor Krum romance?

That was not a romance at all. Viktor Krum was a strong and powerful personality and girls can get attracted to such. But
