Stringent punishment must be ordered by Supreme court of India irrespective of the caste and creed, because, now-a-days in schools, colleges, offices are not safe for women and girls who are working in IT related companies in India because proper care is not being taken by the concerned states police departments who are themselves are involved in such cruelty and crime.
I think majority rapes are done by people wherein at their homes or regions women's are not respected or treated well. They feel women's can be exploited and it is their right to use them whenever they get the opportunity for the same.. Friend circle and family atmosphere and well as the education level needs to be improved among such people, to help them treat women's well and create respect to women. I Don't think strict punishment are going to serve well in this cases, it will only upgrade the crime culture to bypass the law.
The prime importance is the area where the crime happens. If it is a public place the public place must be covered by cctv with quick response team monitoring it and public transport must have adequate security arrangements. The public areas where crime happens should have flood lights and permanent police deployment should be made. The crimes which happens in homes and private places cannot be stopped and the only things that happen is the stringent punishment to criminal in very less time.
100% results you will see - rapes cases will fall down drastically - may be you do not hear any more rape cases ... Punishment need to be quick not after 20 years.

4. Caste system. One report says 90% PProstitutes come from SC / ST, due to compulsion and exploitation. Poor are more vulnerable to attacks compared rich and higher castes.
