It's not as bad or weak as you're making it out to be. It easily warrants 3.5 stars.
As for the bus flipping and crashing on the bridge and the actors coming out largely unhurt, it's simple logic. A bigger vehicle and they were holding on to something that mitigated any chance of injuries.
Blame Paramount studios for the lack of blood - it was watered down from a R rating to a PG-13.
Overall, easily the third best Terminator film after T1 and T2. Highly recommended.

Oh, and the acting was not that bad as well. The characters exhibited humanity and heart. Maybe the humour didn't go down well with you, but it was a welcome addition.
Highly entertaining from start to finish; not a single dull moment.
