Two wheel bicycle, Bicycle rickshaw, Two wheel motor vehicles and pedestrians are also to be controlled at traffic lights when they are red and right of way for pedestrians should be at top priority. Every one should remember that they were pedestrian before they became driver of any vehicle. These rules are strictly applicable within every country apart from India where very many people are educated.

I do completely agree with this proposal. It must be taken up and appropriate solutions should be sought from the present younger generation of intellectuals as well as the ill-experienced lot put into the darkness of oblivion.
Re: SC - court ruling

There is no fault of HC or SC in this regards, the courts are only there to in-force what is written as LAW, it is duty of courts to do so and go line by line of the IPC sections.
The issue is with ruling cabinet, it is duty of elected Member of Parliament and both the houses to amend Law in this regards and thus Court will take care to inforce those Laws.
here actually we are targeting courts instead of our elected members.

The section was declared unconstitutional by the High Court of Delhi on 2 July 2009. That judgement was overturned by the Supreme Court of India on 12 December 2013.
