Yes the correct word is rutvik , Ri as in rishi writen in Devnagri for some curious reason some people chose spelling Hri and started pronouncing same way.
For example Rishikesh is the name but Hrishikesh Mukharjee had an H in his name fortunately Rishikesh is too common a name to be mispronounced.

Yes he is referring to the same person I believe. It is a way of writing names in English in exact manner as it appears in Sanskrit. I have seen people from South Indian states write this particular name in this way.
