What's Madhuri's achievement this year? That she relocated to India for Hmm.. greener pastures? And featured in adverts as a housemaid for a dishwashing bar? And was one of the judges in a dance reality show? And signed a couple of movies?
Rediff, on top of all that chooses to feature her name in the article header amongst every one else?

You have a very valid point. I agree.
Hello magazine is trying to sell these list somehow to launch itself.
For that they have to build the hype. At the end of the day its all about sales skills. You can sell anything provided you know how to sell it...and errr....package it.
