Perhaps they are referring to the Kannada actor, Raj Kumar. In the South the Honorary Dr. title is used quite freely.
I would really request the author of this piece to thoroughly research what they are writing, Dev Anand in an interview with shekhar Gupta on NDTV had called the 'saving from drowning act', 'a complete bullshit', you can check this fact. But when something like this gets poublished, it becomes folklore and remains like that for the rest of time, so why spread lies?

This is true. My grandmother told me this incident many times. She saw devanand on sets of Taxi driver.
