India manages to be consistent in getting B-grade and C-grade institutions to become interested in coming to India. A recent example is the list of foreign universities that have responded to Mr.Sibal's initiative in inviting them - made up entirely of the second string institutions of the developed world (Columbia university, which is a noteworthy exception, has expressed interest in opening a campus in India to offer their most peripheral courses which re-inforces the perception that it is solely for making a quick buck that they are coming in) !!!
