yes. he does if he has done it. if he is done it he should be given maximum of the penalty for the same. The question is is it a rape or was he encouraged and the whole thing a farce?

What make you to doubt that it was a rape? Simply she would not have to complain to the police station about a rape, if it was consensual. Do you think she had to complain to the police because she was not paid of that act.. a 20 yr old wont be acting like a prostitute and also she is not a prostitute.
