I wanted to write "Saher is best" but then realized that i would be making the same mistake that others are making here. Reaching the judgement w/o seeing all the movies.
Saher is really an awesome movie. Above all, based on true story of Sree Prakash Shukla. really thrilling performance of Arshad Warsi and another actor playing sree prakash shukla. Probably wasn't a big hit because of a low profile star cast.
Must watch ot guys. And also read about Sree Prakash Shukla to really understand the sacrifice of SP who lost his life in nailing down this dreaded criminal.
There is no denial that Amitabh Starrer Zanjeer started the trend of cop movies in India and its a all time classic.
But apart from that if most chilling and gripping superb cop films have to be named I would write these 4 movies as must: 1) Khakhee 2) Shool 3) Gangajal 4) Ardhasatya

Khakee is the best of the lot. It simply rocks. Amazingly gripping story though there a couple of scenes which defy logic. Overall very impressive and can be watched any number of times. Background music is exceptional as well.
If deewar is there then akhriraasta & shakti should also be there...but i would actually want to exclude these because main protagonist was not the police officer. And RamLakhan, Andar Bahar are not of that quality. good entries are gangajal, seher, ardhsatya, zanzeer few misses are... Sarfarosh Kurukshetra Shool Pratibandh
