To build and use the infrastruture you need money and industries.
IT is also an infrastruture that governments and corporations use to reach out to their customers faster, easier and in a more transparent and easy way. I hope you get it.
To build infrastruture you first will have to have need it, to need tht you need growth. Thats the reason govt of India and states, beauracrats give it the encouragement. I hope this made sense

Say it again when you use ICICI or SBI web site or see the CBSE results online or make a phone call. NSE and BSE are also enabled by same IT.
IT is just a tool to reduce costs and facilitate ease of use by public. We are seeing some benofits like not having to stand in Q for depositing bills of electricity and telephones in India.
Incidentally Bharati Airtel gave a 670 Million $ contract to IBM instead of an Indian Company.
It is fault of Indian Government and society in general that they are not adopting technology and are being left behind in the race from developed economies and asian tigers.
