Yes He does not want to see the woes of the chennai people. A visit to any recently dirty filthy water logged areas due to the recent rains will wake you up why he is wearing dark glasses.May be better he becomes invisible. Prasad

I think he is a one eyed jack, for some reason, he lost one of his eye, and in the eye socket there lies a dummy. The Dark glasses serve a barrier to flashes of lightbulbs directed at him for the last 40 years from damaging the remaining one.
May be to add some cosmetic value to hide his misfortune.
We need not be very mindful of his physical deformities, however, what one should watch over his is slimy tongue, even he does not know what it goes to utter next

It is rumored that during his younger days he was after many women and he contracted some venereal disease (syphilis)which blinded one eye. In order to hide this, he started wearing sunglasses. Also, the rational and atheist chief minister is also wearing yellow shawll all the time because some astrologer told him it would give him long life!!

well said.. i can think of the title - THE GOVERNANCE OF TOMY-HILL LAND!!! One way to pronounce TAMIL is TOMY HILL.... heeheehee
