Its primarily the lack of communication,focus nd concern w/in the govt. itself in the city to secure high profile places wher attacks hav constantly occured.
When in big n important place i.e mumbai attacks either frm the same group thts doin the job today or diffrnt groups, have been findin the place successfull for their plans. Why hasn't the city's govt did not take precautions so tht it won't happen at all, not jst security for few years bt forever since its been constant. Thts very obvious.
Its sad wht happend in mumbai since jst 2 months back bangalore ws attackd by a series of bombs in market places, bus stands etc.. wher casuality is higher in crowded places like those. Same thing is happenin in mumbai bt instead it ws a direct attack for claimin hostages to get a deal. Still the timings wer not taken in by the security forces nd thers no communication at all.
Thats a million dollar worth statement. But is it going to happen? Except the Prime Minister and the President of India no politicians must be provided security at the cost of the tax payers money.
