The department can trace the sender and interrogate him so that the truth comes out. Any way in our Country people can pay the penalty if caught and get out of it if the offence is compundable one. Instead of jailing even provisions allow it, it is always better to collect penalty and leave because jailing entails expenditure to the state exchequer while penalty enriches. P.S.R.SWAMI
