In case of frauds, first right should be of public, later on govt. govt. has means to recover money, whereas unorganised people do not have, but in our laws, first govt. payments, then salary then public, whereas frauds are made in connivance with employees as well as with govt. laws. But people get last justice. Who will change this system, and will make laws citizens friendly instead of only govt. supportive.
