Is a blanket ban on use of plastic really necessary?

Not ban but handling it technically with awareness will help. Plastics provide light weight, easily mouldable and leak proof packings and other components.These are most easily recyclable and least polluting if handled with care. Public at large must know and follow religiously the way of disposing it. Every particle of the plastic waste must be sent to recycling industry. It can be turned into new packing material, other useful components, fuel, road metalling tar, binding material and what not. Governments of the world need to enforce laws and ways that ships etc do not discharge their plastic waste into sea/river waters rather they should collect it and hand over the same to the recycling industry. Pcnickers/People do not throw it on roads, in drains and rivers and lakes etc. etc

Yes, not ban but enforcement of ban is necessary at least on polythene carry bags and one time use disposables like cups, plates, spoons, forks, glasses in a country like India, where we do not behave responsibly. Where we believe in use and throw anywhere. Just see the conditions created by irresponsible behavior. If at all polythene , plastic and thermocole is to be used. It should be allowed to be used only,where it is necessary to use for the time being till there is no alternative. See the general conditions created by polythene, conditions of of drains, sewers, rivers , lakes and water bodies.

No, it is not.The main issue should be the waste management and the citizens also owns responsibility of not throwing trash just here and there.
Due to improper and insincere efforts by the civic authorities,and shirk the responsibility of keeping the cities, towns clean they are taking actions on the soft targets.But let us not forget, those who have put up petrochemical plants investing millions of dollar ,how can they stop shut their industries, providing employment to thousands of people including in the ancillary industries as well.Why govt cannot order the basic plastic raw material producers to only produce BIO DEGRADABLE PLASTIC RAW MATERIAL AND ALSO TAKE CARE OF THE WASTE for recycling. The rag pickers, the local civic authorities can be their partners.

One more important aspect, when we were the lowest plastic consumer country per capita, the industries and the govt started promoting the use, now when they ignored their responsibility to collect waste and make use of the garbage alternatively, such blanket promulgations are made.
Like there are strict actions on the people who chew pan and spit here and there, they can be fined heavily provided they get caught, can there be such ations curb generating the plastic waste? Yes/ No.
