Govt. must fix percentage of expenditure to be incurred on man power cost i.e. salary, perqs. and pension of all govt. servants, politicians and other related employees directly or indirectly. It is DA linked and increased after each 10 years, it is the biggest outgo from our budget. No one can pay out of his pocket except govt. as it has power to impose unwanted taxes, or can print currency or can take loans without any security.. All the three are evils for unproductive work.
