the centre and state should make a network of secret agents through out india who should report to a particular central/state agency with their hidden identity. They should be awarded handsomely in such a way that again their identity remains unknown.

For example for every issue give affidavit-for what and why, anything submitted, told and signed in the court must be taken as final, but system provides everything on affidavit.
