Statistics and illusions
by Bharat Kumar on Oct 11, 2017 09:42 AM

Percentages on a small base give the illusion that something has happened. The actual number of convictions by courts - the real metric, has come down !

Corruption isn't just about taking money. The bureaucrats who don't move their backsides and sit safely without committing work is also corruption -they paralyse and hurt the system and the people as much ! They are now more comfortable with the pay commission windfall.

We now have people operating in shadows, threatening people with defamation if exposed ! I recall a classmate in backbenches who would bully others if they complain of his copying in exams. Such bullies are heroes today, the so-called meritocratic system is really an escape chute for most to leave the country.

We need a social revolution, mere note bans, clean places, won't help. People are depressed. Period.

controlling Corruption in states/central govt

Corruption comes down to minimum only when politicians in power either in center& state govts realize that only when when the ministers&HODs are honest for the subordinate staff either to emulate or to fear for severe action if caught in action.Once top govt machinery becomes honest and tough to take severe desciplinary action against anybody irrespective of his political connections, there won't be parallel money system of black money and economy and country's standard of living improves

To weed out corruption first streamline Vigilance departments,Anti corruption Bureau& Police departments deploying honest& meritorious personnel( as they should not be corrupt either to harass or leaving Scot free on bribing) in all state gifts& center too.State govts should ensure that ministers& Dptl heads/secretariat corrupt free before initiating continuous vigilance raids on notorious corrupt depots like,RTO,Excise,PWD,property registration offices,CityMuncipal corporations,Town& Country planning,Revenue,to cite a few.Once these depots are under constant fear for surprise raids, automatically corruption comes down. Also legislation should be passed to confiscate all benami& assets disproportionate to known properties to govt. This shld be applied to both politicians& employees.Who would bell the corrupt politician cat first ?

Unless our political parties become honest to expect the govt machinery working under them to be honest is not possible AS YATHA RAJA THATHA PRAJA .Govt shld pass legislation to confiscate all benami properties& assets beyond known means& unaccounted for of both political, business& govt employees to govt to improve the economic position of the country,to bring down rampant corruption in notorious departments by inculcating constant fear for severe punishment as govt is honest itself.Better All political parties desist to achieve for power to make money. Then only country shines in all respects

Make this simple.

Instead of giving them an opportunity to revolt by cutting salaries, just make them fully accountable and salary bill drop by third. Why? Because the real attraction of govt job, namely lifelong protection erased nobody will crave for lt.

Only an authoritarian rule like Emergency or Chinese type can check the govt employees. Otherwise, no use of taking, because gov employees know how to take the government for a ride through strikes etc. Even now the gov employees are not satisfied by the 7th Pay Commission reccomendations, they want another 20% hike over whatever was recommended, lest they want to go on strike.
