This is because of low wages and low status. In India the labours are paid even 1/10 of wages in China.

India can never be in the first 10 countries for ease of doing business because (a) the bureaucrats politicians and big biz houses have their own axes to grind & have a lot of mental inertia to work to make the idea a success. B.Bhandarkar
