If we can make a law by which possession of beef, a food article, is a crime and you will arrested till you proved innocence and five years if convicted, then what prevents us making a similar law for people who stealing electricity.

Theft and transmission loss amount to 30%.

We consumers pay for that. Instead of paying, say, 70 units we end up paying for 100 units i.e., about 48% extra.

It has improved a lot in last 3 years in UP at least, theft, accountability and corruption are the basic issues.
