the level of actual economic growth - including growth in employment; economic condition of people of India; price rise issues, rupee valuation issues, corruption issues and other issues country is facing. Rating is made based on various factors. Simply saying we have done this and we have done that do not result in actual achievements. What is more important is actual achievement. Price rise, etc. have made life miserable for people of India; yet BJP says inflation is lowest; industrial production, etc. have contracted and do not show any sign of progress. These factors affect rating. BJP should not think that the world is rating BJP or its officials; but it is rating the country as a whole. If it was rating BJP, then the story would have been different. That's why people were saying there is nothing in Gujarat model of development - because actually there was no development but only hype created by BJP ( it can be seen from what is happening in that part of the country - poverty; malnutrition issues; non-availability of adequate infrastructure for quality education, health care, roads, etc.)
