Can Parrikar overhaul defence procurement?

Defence equipment has two phases-purchase and manufacturing, we do not have any doubt on the integrity, sincerity, honesty and capability of our Defence Minister.
Regarding manufacturing, it is a long planning-cannot be controlled in 5 years term of this govt.

The Defence Minister should overhaul the entire Projects related to Air force, he should take away the LCAproject from HAL and and give it to a private entity in india with tie up from SAB grippen to develop the next generation LCA in a time bound manner ,an addition 200 SU MkI should be ordered and HAL should only focus on that and major impetous should be on PAK FA fifth generation Stealth aircraft should be given again to a private entity in India with joint collaboration,leat four squadron coming by 2020, and please prioritize the basic gear of a foot soldier like bullet oroof jacket ligher boots and helment and a brand new assault rifle!!

Army should get all the best equipments and latest technology. If we make in India, our resources should be developed first. As a known fact we know that talents and innovations are not promoted in our country. Instead one who pays for promotion gets promotion and important responsibilities. There is lack of mechanism to find a good talent and encourage him. These talented engineers ,innovators can make in india. We have not seen any great achievement and efforts by these private companies in last many decades of any focused efforts in innovation and talent promotion. Instead to succeed in private company the person should be manipulative and shroud. Are we wright by trusting these failed companies for a very sensitive work, because literally all of them are already under huge debt due to their failure in achieving successful business model or profits,growth. All big companies are taking huge advantages in different forms to simply survive and continue. If these companies are so week ,how can they make us a strong nation. Instead you have BHEL SAIL,NTPC ISRO BARC etc if we really trust our talent we can start with state owned PSU to find best talents and engineers for make in india. Of course they are not associates to any party or higher connections but we need them for our motherland .

Comman Indians are never part of this decision making. Though CAG would definitely audit it after few years. Government would take proper care as to avoid any misuse of public money or bank funds . People will not accept any mismanagement this time again as in previous years in mines allocation etc.

DEFENCE PROCUREMENT PROCEDURE

To begin with I congratulate Brigadier Chatterjee on a very good and informative article. However, there is always a room for improvement at the top.
The Modi-Parrikar combine must be congratulated for taking the bureaucratic bulls of the MoD and MoF by the horns. The 'Make in India' itself, if followed through vigorously and sincerely, has the ingredients to scrap the old DPP in the hands of the deeply ingrained corrupt officials and the opportunistic non-government experts, but that is not enough. Procedural changes are very much necessary along with transparency as well as authority and responsibility (both together mean accountability)going together.
I wish the author had directly brought the preceding DM into the picture for his obsession with his non-corrupt image that basically caused the blacklisting of various companies, cancellation of orders and ordering of inquiries at the drop of a hat. All these caused avoidable delay in procurement.
The DPP itself was a flawed concept prone to unsurmountable delay without an iota of a concern for the same. Therefore Mr. Parrikar deserves to be applauded for trying to modify/replace it.
The author's reference to the US F-35 stealth multi-role aircraft is hopefully limited to the dependence of any nation on the corporate conglomerates to drive defence research and futuristic combat platform design and manufacture. Pl. refer next letter.
