Great Idea. One thing, which should be maintained is the cleanliness of the tourist spots including street urchins/beggars and touts, Secondly In US/western countries nobody spits and throw their trashes, The chatges should be reverse,We should be charged double(rs.500) as We spit?throw bottles,wrappers and unwanted food items etc., We make a mess, where ever we go. we are uncivilised, particularly Punjabis,marwaris and Gujjus.

Yes, something should be provided for the common man also. Maybe part of the profits from the above scheme could be used.

Actually that is not by Railways. It is for all tourist destinations in India. Whether you visit Taj Mahal, Qutub Minar, Jaipur fort or whatever, the Indian citizens are charged only 20 rupees or so per ticket while foreigners are charged 250 rupees. It is very insensitive and needs to be stopped immediately.

they should charge Rs 250 from everyone? Even we pay $30/EUR 20 at famous places like statue of liberty etc.

But actually, this looks like a racist policy. If a Pakistani or Bangladeshi goes and speaks in Hindi and ask for Rs 20 ticket, how will the person know he is a foreigner? They will ask for Rs 250 ticket only based on skin color (black or white).

How on earth you can call Indians as racist.
If this is done in other countries, then it makes sense in your claims.
But, here, it is all in the name of patriotism.
