The ED system in the Postal Department is a glaring example. The government never fills the vacant posts with regular employees but prefer contract basis. It is nothing but sheer exploitation. SECTOR TO BE ONLY PERFORMANCE BASED APPRISAL, PROMOTION,AND INCREMENTS AND ABSOLUTELY NO PERMANENT JOB SECURITY TO BE THERE, IN ALL CATAGORIES ( RESERVED AND GENERAL) THE BEST IS TO DO AWAY WITH RESERVATION. SACK ANY GOVT. EMPLOYEE WHO DONT GIVE PERFORMANCE AND THERE SHOULD BE PUBLIC APPRISAL SYSTEM FOR TOP GOVT. POSTS AND COMPLETELY INDEPENDENT BODY OF PERFORMANCE APPRISARS. JOBS TO BE GIVEN ONLY ON MERRIT AND WHO QUALIFY AFTER SEEING EMPLOYABILITY.THEN ONLY CORRUPTION WILL GO AWAY AND ALL GOVT. EMPLOYEES WILL BE SINCERE TO THE JOB. AND ALSO ALL GOVT. OFFICES, CORRIDORS AND ROOMS SHOULD BE MONITORED WITH CCTV CAMERAS.

Just 2 days back I read in the newspapers that Islam is the only religion of peace in the world.
GOVT OF, BY and FOR 125 CRORE PEOPLE. WHY THEN DRAW A BOLD LINE BETWEEN 124 cr plus AAM ADMI AND 50 lacs GOVT SERVANT. Strangely, this question is never asked by people who matter.
Rather we need a performance commission to check their work and progress..a independent to commission to check govt. employees performance and appraisal percent should be based on it.
If Government can not do away with pay commissions and it's vicious cycles, how about down sizing government. Let the government be present in absolutely important area. Why governments presence is required in areas such as Hotel, Tourism, Aviation, Agriculture, Public Transport? Why not set up a mechanism to evaluate continuation of each and every sector which is now governed by government, it's continuation, it's size, it's authority every thing bring under scrutiny. Government is like Ambani's son 2 years back, it requires crash diet treatment on down sizing.

Although ,i am a Govt. Servant but i feel that no pay commission is now needed. because of pay commissions inter service riverility has increased.Most of the Govt. Servant talk only for rights and not of theirduty.Paycommissions have failed to evolve proper methodology for performance apprisal.
