Firstly most metros have multiple governing bodies that are run by different political groups. This should change. Eg. In Bombay, Shiv Sena which has dominated the BMC for over 25 years has not contributed anything to the cities infrastructure, and is now pointing fingers at everyone for non performance. Once there is a strong political will to change things from the top, everything will fall in place. We need all roads to be of the same high standards, and construction should be audited at regular intervals. Once roads are in the right format with all markers and directions intact, focus should be on granting licenses. License tests should be made expensive, atleast 5000rupees with written and practicals with no scope for middlemen or the inspectors to make money. This is the only way out.
Most Ministers when visiting foreign countries complain about the Indian problems towards which their contribution is manifold. They also try to make the headlines by complaining about the open roadside toilets and other filth. He must know that in the Indian free system, one can get way with anything for a consideration. The us does not have hand carts, bullock carts, three wheelers, and a host of other systems of transport on the road. If you drive on a so called highway here, your four wheels are on four different surfaces, with pot holes thrown in, in plenty. So by asking a company in the US to assist, is simply a way of making money, by handing out a contract for a cut. Come home do your home work.
The licensing procedure has to be very strict and licence should be given after a thorough tests in all spheres of road discipline.Corruption in licencing department is root cause of accidents / deaths.
any road safety bill of no use in India (whetever strict it is) unless we clear up the mess of traffic policing and regional transport offices. They are so corrupt that any driver with big packet to them gets himself free without any delay. Many drivers does not know any significance of different road safety sign boards. just try any national highway how many drivers follow the lane discipline? But no action against them.
