Government must also look into the following:
1. Huge amounts can be realized by crushing Corruption. Cuts, bribes, non supplies but bills all must go .Money that used to be pocketed by politicians ,bureaucrats & business and service community itself is a huge amount.
2. Plug useless work being repeatedly done by Nagar Palikas, Mahapalikas and Nagar Nigams, Corporations ,Electricity Boards, PWD, Irrigation & Railways. It is a long list.
3. Put an end to use of Government Vehicles for personal persons. Defence authorities too need to check on personal usages.
3. Agriculture, since all are benefited by good infrastructure, should be taxed proportionately.
4. Lot of money is wasted by institutes in glorifying, seminars, Research, as also by the industries. Useless, un-aimed, non focused research must stop.
5, Cost of supplies must be monitored so that cartels and unscrupulous elements do not misuse the system. There are contractors who specialize in raising bills and not in supplying or in supplying the same product over and over again.
6. Systems of grant allocations must be carefully re -reviewed to plug loopholes and misuse. Cost of construction be it roads, canals be scientifically and technically worked out by independent bodies.

7. Free passes, perks, maharaja like purses and benefits must cease . So also the expenses of non functioning parliament and foreign jaunts by M.P., Bureaucrats & Ministers & their beneficiaries .for no worthwhile purp

Good points, each one of them. No. 3 is very very very difficult, and political parties can easily defeat that. So let us keep it out, as long as someone really has an agricultural land and agriculture output that can be verified - unlike the phony "farmer" status of a thug like Raoool tha Pappu.

But other points are valid. Now some are directly under Central Govt control, but others are not, like the Nagar Palikas etc...so make it clear to these State Govt n Local bodies that their share of revenue out of Centre will depend on real performance of the funds, not by any entitlement, esp in a corrupt body like Shiv Sena run Mumbai.

Smart Cities project will end up in a big corruption scandal if govt don't prepare properly for that
