They will do a much better job.
There are many algorithms experts at IITs and they are better suited for solving this problem then France. India has many high class experts in the area - many more then France.

and they will take into consideration the indian setting/variables.

we should move to maglev instead of buying old technology at exhorbitant prices? maglev will really make difference. we need to build a brand new north south, east west corridor, coastal corridor for such trains. the dear minister should approach our engineering institutions and ask students for solution to increase speed instead of wasting money abroad on such trips and making project reports. we are still thinking. when work will start and complete? by the time it is complete we may become proud but its useless trash from other nation. we need to move to maglev which can touch speeds of 1500 kmph if there is large stretch of straight track. that will be really futuristic. we need to build the entire track on bridge so that there is no scope for any vehicle or stray animal to come suddenly in front of the train. we are just too too too slow. come up with a national competition and our students are capable of coming up with a plan to build maglev at our own technological knowledge and resources and it will happen. When india can launch satellites for other countries then it can also build maglev. The problem is not we can't the problem is our netas do not have national pride in them. they are just looking at how can i make money from this. We need to take japan as our role model as to how they were after nuclear attacks and how they transformed themselves. Every day there are earthquakes and if they were corrupt it would have got wiped out.

If we build Maglev, then ticket price will be atleast Rs.5 per km. i.e a journey from Delhi to Hyderabad which is about 1500 kms will cost Rs.7500. Not many Indians can afford that price. We are still a poor country.

With a hundred and fifty years of operations behind us, we wonder why French help is needed in Railway time table preparation, of all things ! Anyhow, it's good our Minister explores with multiple partners in the important areas and maybe we can strike a deal with France on TGV , even if the Rafale deal falls through.
