Bosses, Management, Supervisors just go on recruiting animal after animal..... no, not for lessening workload but to keep increasing one's own group (read that as bracket) & keep their clout intact.
Chamchas then go on buttering their godfathers/ godmothers n keep on increasing the staff further to pull other group's legs n keep their job plus freebies intact.
One fine day, somebody suddenly wakes up n realises that company has been overstaffed. Then begins an attrition drive with animals getting the kick. But don't be fooled; majority either become the victim of the other groups politics to lessen the clout of its rival group or then, are really dedicated staff n hence driven out 'coz they do not solicit any group.
