I think it will be a calculated call to reign in CHINA. If the FED increases the rate , the JPY will further fall resulting in a severe blow to the Chinese exports & benefit the Japanese economy. The Oil still under USD 50 / Barrel is expected to support the policy with contain RUSSIA in mind.
